Bu d\u00fc\u015f\u00fcncenin bir \u015fans\u0131n\u0131n olmas\u0131 i\u00e7in kurumun m\u00fcd\u00fcr\u00fcnden hizmetlisine kadar b\u00fct\u00fcn cezaevi \u00e7al\u0131\u015fanlar\u0131n\u0131n e\u011fitim program\u0131n\u0131 olumlu \u015fekilde desteklemesi gerekir. Bir kimsenin mahk\u00fbm olmas\u0131 asl\u0131nda onun baz\u0131 konularda yeteri kadar e\u011fitim almam\u0131\u015f oldu\u011funun delilidir. \u00d6fkesini kontrol edemeyip arkada\u015f\u0131n\u0131 d\u00f6ven, alkoll\u00fc ara\u00e7 kullanarak trafik kazas\u0131 yapan, ter\u00f6r veya organize su\u00e7 \u00f6rg\u00fct\u00fcne kat\u0131lan ve bu nedenle mahk\u00fbm olan ki\u015finin mesle\u011fi ve e\u011fitimi ne olursa olsun, e\u011fitime ihtiyac\u0131 vard\u0131r. Bu insanlar\u0131n kurallar\u0131 ihl\u00e2l etmesinden daha \u00f6nemli olan su\u00e7un ma\u011fdurlar\u0131n\u0131n, mal\u00ee, psikolojik, duygusal ve madd\u00ee b\u00fct\u00fcnl\u00fc\u011f\u00fcnde meydana gelen kay\u0131plard\u0131r. Onlar\u0131n kelep\u00e7elenmesi, belli bir s\u00fcre kapal\u0131 tutulmalar\u0131 sadece ac\u0131y\u0131 hafifletebilir, fakat tamir etmez. Bu nedenle mahk\u00fbmun tahliye oldu\u011fu zaman, olabildi\u011fi \u00f6l\u00e7\u00fcde hayat\u0131n\u0131, d\u0131\u015fardaki insanlar gibi kimseye zarar vermeden ba\u015far\u0131l\u0131 \u015fekilde devam ettirmesi sa\u011flanmal\u0131d\u0131r. Bu nedenle T\u00fcrk \u0130nfaz Sisteminde son y\u0131llarda ger\u00e7ekle\u015ftirilen \u00f6nemli reform \u00e7al\u0131\u015fmalar\u0131ndan biri de personel e\u011fitimi konusunda olmu\u015ftur. Ceza \u0130nfaz Kurumlar\u0131 Personeli Ankara E\u011fitim Merkezinin 2000 y\u0131l\u0131nda hizmete a\u00e7\u0131lmas\u0131, 29.7.2002 tarih ve 4679 say\u0131l\u0131 Ceza \u0130nfaz Kurumlar\u0131 ve Tutukevleri Personeli E\u011fitim Merkezleri Kanununun y\u00fcr\u00fcrl\u00fc\u011fe girmesi, \u00e7e\u015fitli e\u011fitim kademelerinde yer alan personelin farkl\u0131 e\u011fitim ihtiya\u00e7lar\u0131 i\u00e7in seminer ve sempozyumlar d\u00fczenlenmesi, cezaevi Cumhuriyet savc\u0131lar\u0131na ili\u015fkin uluslararas\u0131 boyutta e\u011fitim programlar\u0131 haz\u0131rlanmas\u0131, reform \u00e7al\u0131\u015fmalar\u0131n\u0131n \u00f6nemli g\u00f6stergeleridir. Avrupa Birli\u011fi\u2019ne giri\u015f s\u00fcrecinde \u00f6nemli de\u011fi\u015fikliklerin yap\u0131ld\u0131\u011f\u0131 \u00fclkemizde, hi\u00e7 \u015f\u00fcphe yok ki personel ile h\u00fck\u00fcml\u00fc ve tutuklu e\u011fitimine de Avrupa Birli\u011fi metinleri a\u00e7\u0131s\u0131ndan bakmakta ve uluslararas\u0131 bir yakla\u015f\u0131mla yap\u0131lanlar\u0131 ya da yap\u0131lmas\u0131 gerekenleri de\u011ferlendirmekte fayda vard\u0131r. \u201cYeti\u015fkin E\u011fitimi A\u00e7\u0131s\u0131ndan Personel ile H\u00fck\u00fcml\u00fc ve Tutuklu E\u011fitimi \u00dczerine D\u00fc\u015f\u00fcnceler\u201d isimli yaz\u0131 dizisi de, \u00e7ok iddial\u0131 olmamakla birlikte, konunun hukuksal olmaktan \u00e7ok e\u011fitsel ve evrensel y\u00f6n\u00fcn\u00fc de\u011ferlendirmek amac\u0131yla haz\u0131rlanm\u0131\u015ft\u0131r. Avrupa Birli\u011fi Komisyonu taraf\u0131ndan Birli\u011fe \u00fcye olan ve olmayan 35 \u00fclkenin uzmanlar\u0131na haz\u0131rlat\u0131lan \u201cYa\u015fam Boyu \u00d6\u011frenimin Kalite G\u00f6stergeleri \u00dczerine Rapor\u201d yeti\u015fkin e\u011fitimine ili\u015fkin \u00f6nemli tespitlerde ve \u00e7\u00f6z\u00fcm \u00f6nerilerinde bulunmas\u0131 nedeniyle kan\u0131mca \u00e7ok yararl\u0131d\u0131r. Sadece Avrupa\u2019da de\u011fil, belki de t\u00fcm d\u00fcnyada kendisinden faydalan\u0131lacak ilkeleri i\u00e7eren bir rehber niteli\u011finde olmas\u0131 nedeniyle de \u00e7ok \u00f6nemlidir. Bu \u00e7al\u0131\u015fmadan, kurumlar\u0131m\u0131zdaki personel ile h\u00fck\u00fcml\u00fc ve tutuklular\u0131n e\u011fitim ve \u00f6\u011frenimiyle ilgili yararl\u0131 sonu\u00e7lar \u00e7\u0131kar\u0131labilir. Raporda \u201cya\u015fam boyu \u00f6\u011frenimle\u201d ilgili iki \u00f6nemli sonuca ula\u015f\u0131lm\u0131\u015ft\u0131r: 1) \u00d6\u011frenim, kavramsal olarak do\u011fumdan \u00f6l\u00fcme kadar \u00f6m\u00fcr boyu devam eden bir s\u00fcre\u00e7tir: \u00d6\u011frenim, bireyin sadece meslek\u00ee kariyerini y\u00fckseltmesine y\u00f6nelik veya \u00e7ocukluk \u00e7a\u011f\u0131yla s\u0131n\u0131rl\u0131 bir s\u00fcre\u00e7 olarak nitelendirilmemektedir. Daha a\u00e7\u0131k bir anlat\u0131mla \u00f6\u011frenim, bireyin ve toplumun t\u00fcm alanlara yay\u0131lan ve hayat\u0131n b\u00fct\u00fcn a\u015famalar\u0131nda yerine getirilmesi gereken s\u00fcrekli bir g\u00f6revdir. 2) Genel olarak meslek e\u011fitimi d\u0131\u015f\u0131nda, \u00e7ok boyutlulu\u011fu ve farkl\u0131l\u0131\u011f\u0131 yans\u0131tacak \u015fekilde, sosyal ve ki\u015fisel anlamda t\u00fcm y\u00f6nleriyle \u00f6\u011frenim ihtiya\u00e7lar\u0131 belirlenmelidir: \u201cYa\u015fam boyu \u00f6\u011frenim\u201d geleneksel e\u011fitim sistemiyle b\u00fct\u00fcnle\u015fmek ve modern \u00f6\u011frenim olanaklar\u0131 sunmak \u015feklinde basit\u00e7e \u00f6zetlenemez. Aksine, i\u00e7erik ve bak\u0131\u015f a\u00e7\u0131s\u0131 bak\u0131m\u0131ndan \u00e7ok temel farkl\u0131l\u0131klar\u0131 i\u00e7ermektedir. H\u00e2len mevcut olan geleneksel e\u011fitim kurumlar\u0131n\u0131n \u00f6ncelikli d\u00fc\u015f\u00fcncesi bilgi aktar\u0131m\u0131 ve modern \u00f6\u011frenim olanaklar\u0131d\u0131r. \u201cYa\u015fam boyu \u00f6\u011frenim\u201din yakla\u015f\u0131m\u0131 ise bireysel beceri ve ki\u015fisel \u00f6\u011frenim yetene\u011fi \u00fczerinde durmakt\u0131r. \u201cYa\u015fam boyu \u00f6\u011frenim\u201d kavram\u0131n\u0131n kalbinde insana \u201cnas\u0131l \u00f6\u011frenece\u011fini \u00f6\u011frenmesi\u201d imk\u00e2n\u0131n\u0131 sa\u011flama ve onu cesaretlendirme d\u00fc\u015f\u00fcncesi vard\u0131r.
